Mobile modals now open reliably and sidebar navigation holds

On mobile, tapping **Get verified as-builts**, **BIMIT AI**, or **Add Location** from the action menu caused the modal to flash briefly and close before you could interact with it. Separately, tapping a location in the sidebar would navigate correctly the first time, then silently revert to the previous location on any subsequent tap.

Both issues are now fixed. All action-menu modals open and stay open on mobile. Sidebar location taps navigate correctly every time, including after the first navigation. If you share or bookmark a direct link that opens a modal (such as a link ending in

?sr=open

?bimit=open

), that still works — the modal opens once as expected when you land on the page.
