Element Explorer panel now opens when you click its toolbar button

Clicking the **Element Explorer** button in the BIM viewer toolbar had no effect — the panel never appeared.

The panel would silently fail to mount under certain loading conditions, leaving the toolbar button as a dead control. Clicking it now reliably opens the Element Explorer, anchored to the right side of the viewer. Dragging, closing, and reopening the panel all behave as expected.
